Immigrant buses turned away by protesters at California center

SAN DIEGO (AP) — Homeland Security buses carrying immigrant children and families were rerouted Tuesday to a facility in San Diego after American flag-waving protesters blocked the group from reaching a suburban processing center.

The standoff in Murrieta came after Mayor Alan Long urged residents to complain to elected officials about the plan to transfer the Central Americans to California to ease overcrowding of facilities along the Texas-Mexico border.

Many protesters held U.S. flags, while others held signs reading “stop illegal immigration,” and “illegals out!”

“We can’t start taking care of others if we can’t take care of our own,” protester Nancy Greyson, 60, of Murrieta, told the Desert Sun newspaper.

Many of the immigrants were detained while fleeing violence and extortion from gangs in Guatemala, El Salvador and Honduras.

After the buses were blocked, federal authorities rerouted the vehicles to a freeway and then to a customs and border facility in San Diego within view of the Mexico border.

The three buses were trailed by a half-dozen news crews during the two-hour trip. People near the San Diego facility were surprised by the caravan.

Juan Silva, 27, a welder in Chula Vista, said he thought officials were transporting drug traffickers. Then he heard the buses were carrying immigrant families.

“I don’t think people in that town should be against little kids,” he said about the protesters in Murrieta. “We’re not talking about rapists. We’re talking about human beings. How would they feel if it was their kids?”

After the migrants are processed, Immigration and Customs Enforcement will decide who can be released while awaiting deportation proceedings.

Earlier in the day, a chartered plane landed in San Diego with 136 migrants on board, according to a federal Department of Homeland Security official who was not authorized to be named when speaking on the issue.

It was the first flight planned for California under the federal government’s effort to ease the crunch in the Rio Grande Valley and deal with the flood of Central American children and families fleeing to the United States.

The government is also planning to fly some of the border crossers to Texas cities and another site in California

More than 52,000 unaccompanied children have been detained after crossing the Texas-Mexico border since October in what President Barack Obama has called a humanitarian crisis. Many of them are under the impression that they will receive leniency from U.S. authorities.

Another flight was expected to take 140 migrants to a facility in El Centro, Calif., on Wednesday, said Lombardo Amaya, president of the El Centro chapter of the Border Patrol union. The Border Patrol would not confirm that arrival date.

Citing “safety and security considerations,” federal officials are declining to discuss what’s next for about 140 immigrant detainees turned away Tuesday by hundreds of protesters who blocked their buses from entering a Border Patrol processing station in Murrieta.

On Tuesday, 100 to 150 protestors met three buses a few blocks from the border patrol station with chants of “Go home” and “We want to be safe.”

The buses were carrying immigrant detainees — many of them women and children from Central America — who had recently crossed the border in Texas. They were flown to San Diego by the Department of Homeland Security.

Immigration and Customs Enforcement officials met with city officials in Murrieta and Temecula before the protests, said Virginia Kice, a spokeswoman for the agency.

“We’re sensitive to those issues and we’re seeking to address them,” she said.

An initial 140 migrants had been expected to arrive in Murrieta on Tuesday afternoon, Murrieta Mayor Alan Long said, followed by arrivals every 72 hours for several weeks. The migrants were to be processed at the Murrieta facility before being placed under the supervision of ICE agents who would ensure that they were united with family throughout the country, Long said.

In light of Tuesday’s protests, ICE officials declined to say what the future held for the Murrieta station and potential arrivals.

Obama seeks power to return immigrant children

WASHINGTON (AP) — President Barack Obama is asking Congress for increased powers to send unaccompanied children from Central America back home from the U.S. border they tried to cross illegally, setting up a confrontation with immigration activists.

In a letter to congressional leaders Monday, Obama also is asking for increased penalties for persons who smuggle immigrants who are vulnerable, such as children. The request is part of a broader administration response to what the White House has called a “humanitarian crisis” on the border.

Obama is asking Congress for emergency money that would, among other things, help conduct “an aggressive deterrence strategy focused on the removal and repatriation of recent border crossers.”

Obama’s letter to House Speaker John Boehner, House Democratic leader Nancy Pelosi, Senate Majority Leader Harry Reid and Senate Republican leader Mitch McConnell says the administration is confronting the influx with a coordinated response on both sides of the border.

“This includes fulfilling our legal and moral obligation to make sure we appropriately care for unaccompanied children who are apprehended, while taking aggressive steps to surge resources to our Southwest border to deter both adults and children from this dangerous journey, increase capacity for enforcement and removal proceedings, and quickly return unlawful migrants to their home countries,” Obama wrote.

The Border Patrol in South Texas has been overwhelmed for several months by an influx of unaccompanied children and parents traveling with young children from Honduras, Guatemala and El Salvador. Unlike Mexican immigrants arrested after entering the U.S. illegally, those from Central America cannot be as easily returned to their countries. Obama is seeking authority to act more quickly

The Border Patrol has apprehended more than 52,000 child immigrants traveling on their own since October.

Immigrant advocacy groups, already frustrated by Obama’s lack of executive action to ease record levels of deportations, immediately pounced on the administration’s decision.

“President Obama is asking Congress to change the law to enable the government to inflict expedited removal on unaccompanied children. That is simply unconscionable,” said Leslie A. Holman, president of the American Immigration Lawyers Association. “No matter what you call it, rapid deportations without any meaningful hearing for children who are rightly afraid of the violence and turmoil from which they fled is wrong, and contradicts the fundamental values of this nation.”

Under current law, children arriving at the border from Central America have a right to an immigration hearing before a judge, but under Obama’s proposed changes, which must be approved by Congress, that would no longer be automatic and instead the kids would have to make their case to a Border Patrol agent, advocates said.

Marielena Hincapie, executive director of the National Immigration Law Center, said the influx of children across the border “really requires a humanitarian response, not an increase in deportations.”

Obama’s attempt to speed up deportations of the Central American immigrants comes as immigration advocates have been pressing the administration to take steps to slow deportations in the face of congressional inaction on comprehensive immigration legislation. Advocates expressed frustration that after a year where immigration legislation offering the promise of citizenship went nowhere in the GOP-led House, the administration is seeking votes on an immigration crackdown instead.

The response from some Republicans was not favorable either. Rep. Bob Goodlatte, chairman of the House Judiciary Committee, accused Obama of seeking a “blank check” with no real solutions. “President Obama created this disaster at our southern border and now he is asking American taxpayers to foot the bill,” said Goodlatte.

Dallas County Preparing To House 2,000 Immigrant Children

DALLAS, Texas (CBSDFW.COM) – The plan to house 2,000 immigrant children in Dallas County appears to be a go.

The kids and teenagers are currently being detained at the border, after crossing into the United States illegally, without their parents.

Dallas County Judge Clay Jenkins is proposing a partnership between the federal government, the county and non-profits that has not been seen since Hurricane Katrina.

“They will be held in the former schools, hospitals and other buildings that are conducive to being turned into dormitory style living.” said Jenkins “The Federal Government has had teams on the ground vetting locations for about a week.”

Judge Jenkins will be meeting tomorrow with a group of emergency response non-profits to plan out how to properly care for the children.

Dallas Co. Judge Clay Jenkins On Immigrant Children Crisis

Jenkins says that the federal government would pay for housing the children, who are required to undergo a specific immigration process, under current immigration law.

He says the estimated time they would stay in Dallas County is 120 days.

Jenkins tells 1080 KRLD that they plan to announce one of the facilities that will be used on Thursday.

Young immigrant children are more likely to be living in poorer households but have healthier diets than Irish youngsters, a study has found.

The latest report on integration looked for the first time at the experience of three-year-olds born to migrant mothers and found that many get by without an extended family to make working and caring easier.

Think-tank the Economic and Social Research Institute revealed that in spite of a generally higher level of education than Irish mothers, immigrant mothers are on average less likely to be in work.

On the whole, immigrants have been hit harder by the recession, the study showed.

It found that financial strain, which increased with the economic crisis, tended to be higher among migrant families, particularly those from Africa, who had the highest unemployment rate, and EU states in eastern Europe, and Asia.

Immigrant families are also much less likely to have bought a home.

Non-Irish nationals had a higher unemployment rate – 18% in 2012 and for young immigrants aged 15-24 it is as high as 33%.

The ESRI warned that there is little evidence to suggest immigrants are benefiting from the first stirrings of recovery in the labour market.

The study found small differences in the overall health and diet between Irish and immigrant children but it noted that three-year-olds born to migrant mothers from mainland Europe have healthier diets than the Irish youngsters.

The report revealed that from 2005 to the end of 2012, almost 54,700 adults from the European economic area became Irish citizens – 20,200 in 2012 alone.

Report author Dr Frances McGinnity said: “Citizenship does not necessarily imply a full sense of belonging, but the very significant increase in the numbers applying for, and gaining, citizenship indicates progress towards the fuller integration of immigrants in Ireland.

“Notwithstanding the considerable progress made, challenges remain for Ireland in integrating its large numbers of new immigrants.�

The ESRI study was the last in a series of four on the integration experiences of immigrant families in Ireland.

Killian Forde, chief executive of The Integration Centre, said due to funds its office will no longer be able to examine the issues.

“It is a crucial piece of work as, without an analysis of the statistics around integration, targeted, evidenced-based policy strategies cannot be put in place,� he said.

“In several European countries, the government supports the monitoring of integration, which is why The Integration Centre undertook the responsibility in recent years. However, due to funding cuts this will no longer be possible.

“We can only hope that the State will prove its commitment to promoting a socially cohesive society via providing funding in this area in the future.�
